Firearm Transfers
FFL Transfers
- What do I need to get a firearm transferred from another Federal Firearms License (FFL) holder?
- Check to make sure the firearm you purchased is CA-compliant.
- Handguns
- Handguns must be on the CA DOJ Roster of Certified Handguns by specific model. (i.e. Sig Sauer P226 Navy is on the roster, but the Sig Sauer P226 Legion is not.)
- Handguns cannot have magazines that hold more than 10 rounds.
- Handguns cannot have threaded barrels or a stock on the grip.
- Rifles, Shotguns, or Receivers
- All long guns must be CA-compliant.
- Rifles must be either featureless or have a magazine lock that requires the gun to be disassembled before removing the magazine.
- Semi-automatic shotguns must not have a pistol grip AND a telescoping or folding stock. They cannot have a detachable magazine.
- Fill out a Firearm Transfer Contract in-person at On Target BEFORE the gun arrives and pay the appropriate fees.
- $75 transfer fee + $47.19 DROS fee for non-members
- No transfer fee for members + $47.19 DROS fee for members
- What do I need to get an off-roster handgun that is being gifted to me?
- You may receive an off-roster handgun as a gift from an out-of-state relative. (Only parent, grandparent, child, or grandchild. No aunts/uncles, cousins, siblings, etc.)
- Handguns must still be CA-compliant (no threaded barrels or stocks; 10 rounds or less in the magazine)
- Handgun shipment must include a copy of driver license from the person gifting the gun. They must also include a letter from the person gifting the handgun stating their name, the receiver’s name, the type of gun they are gifting, and a signature. (No copies of a letter.)
- Fill out a Firearm Transfer Contract in-person at On Target BEFORE the firearm arrives and pay the appropriate fees.
- $75 transfer fee + $47.19 DROS fee for non-members
- No transfer fee for members + $47.19 DROS fee for members
- Additional $25 processing fee for all transfers when the Firearm Transfer Contract is not filled out BEFORE the firearm arrives
Private Party Transfers
- How do I sell/buy a firearm to/from another individual?
- The purchaser and seller must both be present at On Target with the firearm to facilitate the Private Party Transfer (PPT).
- I’m the purchaser. What do I need to bring?
- A valid CA driver license, CA ID card, or military ID card
- What if my driver license says “Federal Limits Apply”?
- You must also provide a certified copy of your birth certificate or a valid U.S. passport before the firearm is released to you.
- If your current legal name does not match the birth certificate, you must also bring a proof of your legal name change (i.e. marriage certificate, divorce decree, court order, etc.)
- A valid FSC card or proof of exemption
- The state of California requires each firearm purchaser to pass a 30-question test about firearm safety. After you pass the test, we issue you a Firearm Safety Certificate card. This card is valid for 5 years. The fee for taking the test is $25. If you do not pass the test the first time, you may take it 24 hours later at no additional cost. No appointment is required to take the test at On Target. The study guide can be found on the CA DOJ Bureau of Firearms website, as well as a complete list of FSC card exemptions. (Common exemptions include valid CA CCW, retired law enforcement, retired military, valid hunting license, or a permit for exposed carry of a firearm, etc.)
- CA-approved locking device (cable lock) purchased within the last 30 days. Must provide copy of receipt for proof of purchase date. If you do not have a lock with a receipt, we have them available for purchase.
- I’m the seller. What do I need to bring?
- Valid CA driver license, CA ID card, or active duty military ID
- CA-compliant firearm to be transferred
- If the firearm is magazine-fed, a magazine must be included with the firearm. The magazine cannot hold more than 10 rounds.
- How much does a Private Party Transfer cost?
- $47.19 DROS fee + $7.99 CA-approved cable lock (if not provided by the purchaser)
- $31 DROS fee for each additional PPT firearm transaction + $7.99 CA-approved cable lock for each firearm
