California Compliance

Every transfer path still depends on the firearm being lawful to transfer in California.

Required Paperwork

Some transfers require extra identification, family-gift letters, or proof of exemption.

Lock Requirement

PPT purchasers must provide a qualifying California-approved cable lock or purchase one on-site.

Transfer Types

These are the main transfer categories handled at On Target. Review the specific requirements for the type of transfer you are completing before a firearm is shipped or brought in.

FFL Transfer

Dealer to Dealer

For firearms being transferred to you from another Federal Firearms License holder, please verify California compliance before the firearm ships.

Handguns Must be on the CA DOJ roster by model, have magazines of 10 rounds or fewer, and cannot have threaded barrels or stocks on the grip.
Rifles / Shotguns / Receivers Must be California-compliant. Rifles must be featureless or use a magazine lock. Semi-auto shotguns cannot combine a pistol grip with a folding or telescoping stock or use a detachable magazine.

Complete the Firearm Transfer Contract in person or online before the firearm arrives. If the contract is not completed first, an additional $25 processing fee applies.

Off-Roster Gift Transfer

Family Gift Only

California allows an off-roster handgun to be transferred as a gift only from specific relatives.

  • Eligible relatives: parent, grandparent, child, or grandchild
  • Not eligible: aunts, uncles, cousins, siblings, or others
  • The handgun must still meet California compliance rules
  • Magazines must be 10 rounds or fewer
  • No threaded barrels or stocks on the grip

The signed letter must include the gifter’s name, receiver’s name, type of handgun being gifted, and the gifter’s signature. Copies are not accepted. For off-roster transfers, the Firearm Transfer Contract must also be completed prior to the firearm arriving. A $25 processing fee will be added if the contract has not been filled out before the firearm arrives.

Private Party Transfer (PPT)

In Person

All PPT transactions must be completed in person at On Target. The purchaser and seller must both be present with the firearm.

  • Purchaser must bring valid California ID or active-duty military ID
  • If ID says “Federal Limits Apply,” also bring a certified birth certificate or valid U.S. passport
  • If your legal name has changed, bring supporting name-change documents
  • Seller must bring valid ID and a California-compliant firearm
  • If the firearm is magazine-fed, one compliant magazine must be included and it cannot exceed 10 rounds

Purchaser Checklist for PPT

Bring these items with you so the transfer process can move as smoothly as possible.

Valid Identification

California driver license, California ID card, or active-duty military ID. If your ID says “Federal Limits Apply,” also bring a certified birth certificate or valid U.S. passport.

Firearm Safety Certificate (FSC) or Exemption

The FSC is a 30-question test. Fee is $25, and retakes are allowed 24 hours later at no extra cost. No appointment is needed to take the test at On Target.

Accepted Exemptions

Valid CA CCW, retired law enforcement, retired military, valid hunting license (long guns only), or a permit for exposed carry of a firearm.

Approved Firearm Lock

Bring a CA-approved Firearm Safety Device purchased within the last 30 days with proof of purchase, or purchase one on-site.

  • A Firearm Transfer Contract must be filled out before any firearm is shipped to On Target. Failure to submit the Firearm Transfer Contract before a gun arrives at On Target will result in additional fees.
  • Once this contract has been submitted, we will contact the company or person sending the firearm here and email them any documents they need before shipping.
  • After the firearm arrives at On Target and has been logged into our system, we will call you to let you know that we are ready for you to come into the store to begin the required background check (DROS).
